Magistrate John Moulds of the U.S. District Court in Sacramento issued an order Thursday requiring Schwarzenegger, his chief of staff Susan Kennedy and deputy chief of staff Robert Gore to submit to depositions from inmates' attorneys next month.

The attorneys want the three to testify at a November trial, when a three-judge panel of federal judges will decide whether overcrowding is harming inmates' medical and mental health care. The judges could force the state to reduce its prison population.
